WHAT THE LAW REQUIRES
Ley 9/2025, Spain's Sustainable Mobility Act, article 26.
What the BOE, Spain's official state gazette, says about sustainable workplace mobility plans, with the article behind each point.
Who
Companies and public-sector bodies, for each workplace with more than 200 workers, or 100 per shift.
Art. 26.1
From when
The law gives twelve months from its entry into force on 5 December 2025, so the plan is mandatory from 5 December 2026. Real Decreto-ley 7/2026 cut the period from 24 months to 12.
Art. 26.1 · RDL 7/2026, art. 63
Which measures
Solutions such as active mobility, public transport, low-emission mobility, shared and collaborative mobility and remote working, plus road safety.
Art. 26.3
Negotiated with
The plan is negotiated with the workers' legal representatives. Where there are none, with a negotiating committee that includes the trade unions.
Art. 26.2
And afterwards
A monitoring report within two years of the plan's approval, then another every two years.
Art. 26.2
Who you notify
Within three months of approval, the authority designated by your autonomous community (regional government).
Art. 27.3
Where the bike fits in
The plan's solutions follow the order of priority in article 28, which puts active mobility first: walking and cycling. All our bikes are pedal-assist, 250 W at most, and Spain's General Vehicle Regulations (Reglamento General de Vehículos) class them as cycles: they fall under active mobility, which in the law includes travelling by bicycle or cycle. The law also lists bike sharing among shared mobility services.
Arts. 2.1.m, 2.1.w, 26.3 and 28.1 · RGV, annex II

HOW IT WORKS
Three steps, and your team never touches a bike.
- 01
Tell us about your workplace
City, how many people work there and on which shifts. We suggest how many bikes and the fee.
- 02
The bikes arrive in your brand
Your colours and your logo on every bike, ready to ride at your workplace.
- 03
We run them
Maintenance, charging, insurance, GPS and employee support. Your employees just have to hop on.
WHAT'S INCLUDED
You bring the workplace. We bring everything else.
Your brand
Your colours and your logo on every bike. Whoever sees it sees your company.
Maintenance
Servicing and repairs are on us. You never get an invoice for a breakdown.
Charging
Charging the batteries is our job, not your team's. If you'd like, there can also be a charging station at your workplace.
Insurance
Every bike is insured. You don't take out the policy and you don't manage it.
GPS
Every bike has GPS. We know where it is, even away from your workplace.
Employee support
If anyone has a problem with a bike, they message us. In their own language.
No app to download
They unlock from a phone with our WebApp, or with a QR code. Want to use your employee badges? Ask us.
THE MODEL
The company pays. Your employees pay nothing.
The company pays a monthly fee per bike, and employees take one whenever they need it, with nothing extra to pay.
What about visitors and suppliers? The law asks the plan to take them into account too (art. 26.3). We can provide bikes for people visiting your workplace and for supplier staff working there: ask us.
They pick up a bike from their phone and leave it when they're done. No payments, no downloads.

DATA FOR MONITORING
The law requires a monitoring report. We give you the usage data.
Within two years of the plan's approval, and every two years after that, you have to assess how well the measures have been implemented (art. 26.2). For the bike measure, we supply the data.
This is usage data for your plan's monitoring indicators. We don't calculate CO₂.
Rides
How often the bikes at your workplace are used.
Hours of use
How long they're used for.
Time slots
What times they're picked up and returned.
Aggregated destinations
Where they go, in an aggregated destinations report, with workplaces shown separately.
Distance per ride
The distance of each ride, on bikes whose lock measures it.
WHAT WE ALREADY RUN
500,000+ rides in 9 provinces.
Today we run e-bikes in our clients' brands at hotels, student residences and flex-living buildings, such as Greystar's Canvas and Be Casa. The same bikes and the same operations team, at your workplace.
IS A CONSULTANCY DRAWING UP YOUR PLAN?
Send them our fact sheet.
If a consultancy is drafting your plan, there's a page just for them with the bike measure's fact sheet: what it is, what the company does and what data we provide.
WHERE WE OPERATE
Bikes for your workplace in 9 provinces across Spain.
Barcelona, Madrid, Valencia, Seville, Málaga, the Balearic Islands (Palma de Mallorca), Biscay (Bilbao), Navarre (Pamplona) and Salamanca: the whole province, not just the capital. The same operations team, wherever your workplace is.
Is your workplace in another province? Ask us: the fleet travels.

WHAT WE GET ASKED
The questions people preparing a mobility plan ask.
Does my company have to have a mobility plan?
If it has a workplace with more than 200 workers, or 100 per shift, yes: Ley 9/2025, Spain's Sustainable Mobility Act, requires a sustainable workplace mobility plan for that site (art. 26.1). The same goes for public-sector bodies. Check your case with your adviser.
From what date is it mandatory?
From 5 December 2026. The law gives twelve months from its entry into force on 5 December 2025; it used to be 24, and Real Decreto-ley 7/2026 cut it to 12. Once the plan is approved, you have three months to notify the authority designated by your autonomous community (art. 27.3).
Does an e-bike count as a measure in the plan?
Yes. All our bikes are pedal-assist, 250 W at most: cycles under Spain's General Vehicle Regulations. The law includes the cycle in active mobility (art. 2.1.m) and mentions bike sharing (art. 2.1.w), two of the plan's solutions (art. 26.3). It doesn't name the e-bike: this is a reading of those texts. Check your case with your adviser.
Who pays for the bikes?
The company does, with a monthly fee per bike that we give you in our proposal. Your employees ride for free.
Can you also provide bikes for visitors and suppliers?
Yes, ask us. Ley 9/2025 asks the plan to take into account not only your staff but also visitors, suppliers and anyone else who needs to access the workplace (art. 26.3). As well as the bikes for your staff, we can provide bikes for people visiting your workplace and for supplier staff working there.
What does my team have to do?
Nothing with the bikes. Maintenance, charging, insurance, GPS and employee support are all on us. If anyone has a problem with a bike, they message us, in their own language. And if you'd like, there can also be a charging station at your workplace.
How do they unlock? Is there an app to download?
There's nothing to download. They unlock from a phone with our WebApp, or with a QR code. If you'd like to use your employee badges, ask us.
What data do you give us to monitor the plan?
Rides, hours of use, time slots and aggregated destinations, with workplaces shown separately. Also the distance of each ride, on bikes whose lock measures it. It's usage data for the plan's monitoring indicators: we don't calculate CO₂.
What happens if we don't have the plan in time?
The law treats it as a minor offence when it causes harm to the mobility system (art. 106.2), and minor offences carry fines of €101 to €2,000 (art. 107.2). The same applies to the monitoring report. Check your case with your adviser.
