Direct answer: to set up shared e-bikes on a campus or at a large workplace, you don't need to build your own system. With Cityflow, the company tells us about its workplace, gets a proposal in under 24 hours and pays a monthly fee per bike. Staff ride for free and Cityflow runs the bikes from start to finish.
Looking for bikes for your company's mobility plan without running the fleet yourself? Under Companies we explain how we do it: e-bikes in your brand at your workplace, run by Cityflow, and what Law 9/2025 on Sustainable Mobility requires.
Why not build your own bike system?
Because shared bikes are, above all, operations. They have to be maintained, charged and insured, someone has to know where they are, and someone has to help whoever has a problem. A bike with a flat battery or an unrepaired fault stops being used, and the measure grinds to a halt.
With Cityflow, Cityflow does all of that. The company pays a monthly fee per bike and does nothing else with the bikes.
The steps, from first contact to first bike
- Tell us about your workplace. City, how many people work there and on which shifts.
- Get the proposal. In under 24 hours, with the number of bikes and the monthly fee per bike.
- Take it to the plan's negotiating table. If the bike goes into the commuting plan, it is negotiated along with the rest of the plan with the workers' legal representatives (Law 9/2025, art. 26.2).
- Receive the bikes in your brand. Your colours and your logo on every bike, ready to ride at your workplace.
- Track usage. Cityflow gives you the usage data for the monitoring report.
The lead time to launch depends on the city and the number of bikes. We'll tell you in the proposal.
What does the company do and what does Cityflow do?
| Task | Who takes care of it |
|---|---|
| Describe the workplace: city, people and shifts | The company |
| Propose the number of bikes and the fee | Cityflow |
| Pay the monthly fee per bike | The company |
| Provide the bikes in the company's brand | Cityflow |
| Maintenance and repairs | Cityflow |
| Battery charging | Cityflow. If the company wishes, also a charging station at its workplace |
| Insurance and GPS | Cityflow |
| Employee support, in their language | Cityflow |
| Usage data for monitoring | Cityflow |
Who can use the bikes?
The people who work at the workplace, for free. They unlock the bike from their phone, with Cityflow's WebApp and no app to download, or with a QR code. Want them to unlock with your employee cards? Ask us.
Law 9/2025 requires the plan to take into account not just staff, but also visitors, suppliers and anyone who needs to get to the workplace (art. 26.3). If you'd like bikes for people visiting your campus or for suppliers' staff working there, ask us.
And if a bike leaves the campus?
Every Cityflow bike has GPS. We know where it is, even away from your workplace. And if anyone has a problem with a bike, they message Cityflow, in their own language. Your team never touches a bike.
What data does the company receive?
Usage data on the measure, for the plan's monitoring indicators:
| Data | What it tells you |
|---|---|
| Trips | How often the bikes at your workplace are used |
| Hours of use | How long they're used for |
| Time slots | What times they're picked up and returned |
| Aggregated destinations | Where they go, with workplaces shown separately |
| Distance per trip | Only on bikes whose lock measures distance |
Cityflow doesn't calculate CO₂. If the plan needs an emissions estimate, whoever drafts it makes one, using their own assumptions.
Does it fit the commuting plan?
Law 9/2025 requires a sustainable commuting plan at every workplace with more than 200 workers, or 100 per shift. It is mandatory from 5 December 2026. Among the plan's solutions, article 26.3 cites active and shared mobility.
Cityflow's bikes are pedal-assist, 250 W at most: cycles under Spain's General Vehicle Regulations (Reglamento General de Vehículos). The law includes the cycle in active mobility (art. 2.1.m) and mentions bike sharing (art. 2.1.w). It doesn't name the e-bike: this is a reading of those texts. Check your case with your adviser.
The law, article by article, is in the guide to the sustainable commuting plan. What to put in the measure's fact sheet is covered in this article.
