MEASURE FACT SHEET
A shared e-bike fleet at the workplace.
What you'd put in the plan. We send it with the proposal, filled in with your client's workplace details.

- E-bikes in the company's brand, at its workplace, for its employees' journeys. Run end to end by Cityflow.
- Type of solution (art. 26.3)
- Active mobility and shared mobility. Pedal-assist bikes, 250 W at most: cycles under Spain's General Vehicle Regulations.
- Who it's for
- The people who work at the site. Bikes for visitors and supplier staff on site: on request.
- What the company does
- Nothing with the bikes. It pays a monthly fee per bike.
- What we do
- Maintenance, charging, insurance, GPS and employee support in their own language. If the company wishes, there can also be a charging station at its workplace.
- How it's used
- From a phone, with our WebApp and no app to download, or with a QR code. Employee badges: on request.
- Number of bikes
- Depends on the workplace: we set it in the proposal.

- None.

- Monthly fee per bike, on request.
- Monitoring data
- Rides, hours of use, time slots and aggregated destinations, with workplaces shown separately. Distance of each ride on bikes whose lock measures it. No CO₂ calculation.

- The provinces of Barcelona, Madrid, Valencia, Seville, Málaga, the Balearic Islands, Biscay, Navarre and Salamanca. Other provinces on request.

HOW IT FITS THE LAW
Where the measure fits in article 26.
Active and shared mobility
Two of the solutions listed in article 26.3. The law names the bicycle under active mobility (art. 2.1.m) and bike sharing under shared mobility (art. 2.1.w).
Active mobility, first in the order
The plan's solutions follow the hierarchy principle in article 28, which puts active mobility first, on foot and by bike (art. 28.1.a).
Monitoring every two years
A monitoring report within two years of the plan's approval, then every two years (art. 26.2). We supply the usage data for the measure.
Mandatory from 5 December 2026
Twelve months from the law's entry into force on 5 December 2025, following Real Decreto-ley 7/2026 (art. 63).

Which type of article 26 measure does it fall under?
Active and shared mobility (art. 26.3). All our bikes are pedal-assist, 250 W at most: cycles under Spain's General Vehicle Regulations. The law includes the cycle in active mobility (art. 2.1.m) and mentions bike sharing (art. 2.1.w). It doesn't name the e-bike: this is a reading of those texts. The final classification is your call.
What data do you provide for the monitoring report?
Rides, hours of use, time slots and aggregated destinations, with workplaces shown separately. Also the distance of each ride, on bikes whose lock measures it. From that you build the measure's indicators for the report required by article 26.2.
Do you calculate CO₂ or kilometres avoided?
Not CO₂. We only have distance on bikes whose lock measures it. If the plan needs an emissions estimate, whoever drafts it makes one, using their own assumptions.
How quickly do you send a proposal?
Within 24 hours of you sending us the workplace details: city, headcount and shifts. It comes with the measure fact sheet and the monthly fee per bike.
How long does it take to launch?
On request: it depends on the city and the number of bikes. We'll tell you in the proposal.
What does the company have to do?
Nothing with the bikes. It pays a monthly fee per bike and its employees ride for free. Maintenance, charging, insurance, GPS and employee support are all on us. If the company wishes, there can also be a charging station at its workplace.
How much does the measure cost?
For the company, a monthly fee per bike, on request: it's in the proposal. For employees, nothing.
